David Shafer allegedly prescribed himself opioid pills for the past thirteen years, according to an arrest warrant obtained by KETK News. He is the second doctor in Tyler who has been arrested for illegal prescriptions of opioids. The Texas Department of Public Safety conducted an undercover investigation in July 2019. They found that Shafer had been writing prescriptions in his wife's name for Hydrocodone, dating back to 2006. He had been taking the pills himself. He used cash to pay for the prescriptions and didn't use insurance. He was also getting another prescription from another doctor during the past 20 years. Shafer has been charged with Possession of a Controlled Substance Schedule II by Fraud. He faces up to 20 years in prison, in he is convicted. The other doctor, Dr. James Stocks, has been charged with Diversion of a Controlled Substance for another person’s use. If convicted, he could face up to two years behind bars.
